Leadership Development for the Public Service
September 5, 2011 The Assignments Editor MEDIA INVITATION Leadership Development for the Public Service Tuesday 6 September 2011, 8:00 a.m. at the Trinidad Hilton & Conference Centre, Port of Spain The MORI Opinion Leaders Survey Wave 19 shows that the public expects to see up to 62% improvement in the delivery of public services in the next few years. A key element in moving towards a 21st Century Public Service is Leadership and Management Development in order to achieve sustainable development. The Honourable Carolyn Seepersad Bachan, Minister of Public Administration sees capacity building as vital to providing quality service to all citizens. John Maxwell, management expert has said, “A leader is one who knows the way, goes the way and shows the way”. Improved Leadership empowers persons to be comfortable with making decisions and taking appropriate action. The Ministry of Public Administration has embarked on a leadership initiative specially designed for three (3) distinct levels of public officers: Executive Leadership Team (Permanent Secretaries / Heads of Departments and Deputy Permanent Secretaries); Director / Divisional Heads, and Emerging Leaders. At the first session being held at the Trinidad Hilton on Tuesday 6th September 2011, the Honourable Minister will speak to attendees on the value and importance of their contribution to building a better public service. This Leadership and Management Development Programme is one of the initiatives planned to enhance the development of Public Service leaders and managers. This Programme is specifically targeted at officers who have been promoted to the Director/Divisional Head level, within the last two (2) years and aims to: a) facilitate the transitioning of the new Directors/Divisional Heads to their new role; b) provide the new Directors/Divisional Heads with the requisite knowledge to support their Permanent Secretaries (PSs) and Deputy Permanent Secretaries (DPSs); c) contribute to the development of a team of Directors/Divisional Heads capable of advising on and implementing government plans, programmes and priorities; d) enhance the ability of Public Service Directors/Divisional Heads to contribute to sound decision making and policy development.
